The wheel turns and no one is holding the handle. This is the card of the factor outside your control — timing, chance, the phone call you did not expect — and upright it tends to turn your way. It also carries a longer view: what is happening now is a phase, not a permanent condition, and the same wheel that lifted will eventually lower.
Reversed
bad timing, resisting change, a run of luck ending
Reversed, the turn goes against you or you are digging in against a change already underway. Some of what is happening is genuinely not your fault and not yours to fix, and the card's cold comfort is that this is also temporary. Where there is a lesson, it is usually about clinging: the wheel moves whether or not you agree.
